Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services (IPBES):

Worsening Worldwide Land Degradation Now ‘Critical’, Undermining Well-Being of 3.2 Billion People

Worsening land degradation caused by human activities is undermining the well-being of two fifths of humanity, driving species extinctions and intensifying climate change. It is also a major contributor to mass human migration and increased conflict, according to the world’s first comprehensive evidence-based assessment of land degradation and restoration.

The dangers of land degradation, which cost the equivalent of about 10% of the world’s annual gross product in 2010 through the loss of biodiversity and ecosystem services, are detailed for policymakers, together with a catalogue of corrective options, in the three-year assessment report by more than 100 leading experts from 45 countries, launched today.

Produced by the Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services (IPBES), the report was approved at the 6th session of the IPBES Plenary in Medellín, Colombia. IPBES has 129 State Members.

Providing the best-available evidence for policymakers to make better-informed decisions, the report draws on more than 3,000 scientific, Government, indigenous and local knowledge sources. Extensively peer-reviewed, it was improved by more than 7,300 comments, received from over 200 external reviewers.

This report, which focuses on three regions—Sub-Saharan Africa, South Asia, and Latin America that together represent 55 percent of the developing world’s population—finds that climate change will push tens of millions of people to migrate within their countries by 2050. It projects that without concrete climate and development action, just over 143 million people—or around 2.8 percent of the population of these three regions—could be forced to move within their own countries to escape the slow-onset impacts of climate change. They will migrate from less viable areas with lower water availability and crop productivity and from areas affected by rising sea level and storm surges. The poorest and most climate vulnerable areas will be hardest hit. These trends, alongside the emergence of “hotspots” of climate in- and out-migration, will have major implications for climate-sensitive sectors and for the adequacy of infrastructure and social support systems. The report finds that internal climate migration will likely rise through 2050 and then accelerate unless there are significant cuts in greenhouse gas emissions and robust development action.

The research looks at the projected impacts of a range of warming scenarios on different species groups in 35 ‘Priority Places’ for conservation. These regions contain some of the richest and most remarkable biodiversity on the planet, including many iconic, endangered and endemic species. While the results vary, some key themes emerge ..

Environment and Climate Change

The impacts of the longterm trends toward a warming climate, more air pollution, biodiversity loss, and water scarcity are likely to fuel economic and social discontent - and possibly upheaval - through 2018.

The past 115 years have been the warmest period in the history of modern civilization, and the past few years have been the warmest years on record. Extreme weather events in a warmer world have the potential for greater impacts and can compound with other drivers to raise the risk of humanitarian disasters, conflict, water and food short ages, population migration, labor shortfalls, price shocks, and power outages. Research has not identified indicators of tipping points in climate linked earth systems, suggesting a possibility of abrupt climate change.

Worsening air pollution from forest burning, agricultural waste incineration, urbanization, and rapid industrialization - with increasing public awareness - might drive protests against authorities, such as those recently in China, India, and Iran.

Accelerating biodiversity and species loss - driven by pollution, warming, unsustainable fishing, and acidifying oceans - will jeopardize vital ecosystems that support critical human systems. Recent estimates suggest that the current extinction rate is 100 to 1,000 times the natural extinction rate.

Water scarcity, compounded by gaps in cooperative management agreements for nearly half of the world’s international river basins, and new unilateral dam development are likely to heighten tension between countries

"In an era of accelerating change, the imperative to limit climate change and achieve sustainable growth is strengthening the momentum of the global energy transformation. The rapid decline in renewable energy costs, improving energy efficiency, widespread electrification, increasingly “smart” technologies, continual technological breakthroughs and well-informed policy making all drive this shift, bringing a sustainable energy future within reach.

While the transformation is gaining momentum, it must happen faster. Around two-thirds of global greenhouse gas emissions stem from energy production and use, which are at the core of efforts to combat climate change. To meet climate goals, progress in the power sector needs to accelerate further, while the decarbonisation of transport and heating must pick up steam.

As this report makes clear, current and planned policies offer a comparatively slow path, whereby the world would exhaust its energy-related “carbon budget” in under 20 years, in terms of efforts to keep the global temperate rise well below 2°C. The budget for a 1.5°C limit, meanwhile, would potentially run out in less than a decade.

The energy system, consequently, requires rapid, immediate and sustained change. The deployment of renewables must increase at least six-fold compared to the levels set out in current plans. The share of electricity in total energy use must double, with substantial electrification of transport and heat. Renewables would then make up two-thirds of energy consumption and 85% of power generation. Together with energy efficiency, this could deliver over 90% of the climate mitigation needed to maintain a 2°C limit. ..."
